Leader, Marketplace Enrollment Operations

Summary:
Responsible for leading the day-to-day operations of the Marketplace Enrollment Operations Team; MVP supports two state-based Marketplaces in New York and Vermont. This leader will oversee the all enrollment functions for the following New York State of Health Marketplace plans - QHP (Individual) and Essential Plan and also the QHP (Individual) plans on the Vermont Health Connect Exchange. Leads the day-to-day operations and direction to staff on the Member Operations Marketplace Enrollment Operations Team. Interacts with multiple internal/external stakeholders, including Premium, Billing & Collections, the Customer Care Center, IT&TS, M&C, Sales/Retail Outreach, the NYSoH Plan Manager, VHC Management Team and our enrollment system vendor partner. Ensures timely completion of staff’s performance evaluations, monitors the work performance (quality) of employees, develops staff and provides necessary coaching, guidance and expertise on complex department issues.  Constantly pursues continuous improvement of existing workflow and process improvement/development. Ensures all scheduled and ad-hoc reports are distributed and completed timely so that unit objectives are met/exceeded.  Responsible for providing necessary information, updates and reports for monthly performance statistics.  Monitors performance group statistics to assure achievement of all performance guarantees on a consistent basis. Ensures all questions and concerns involving the units, as well as internal and external customers, are handled in a timely and accurate manner. Ensures compliance with all applicable regulatory requirements. Participates in department initiatives, projects and meetings, as assigned. Proactive in identifying areas for efficiency improvement across all of Operations; consistently challenges the status quo in favor of incremental improvement opportunities that could be achieved through new methods. Ability to maintain confidentiality and adhere to regulatory compliance issues as they exist and change from time to time. Performs other related duties as assigned.

 

POSITION QUALIFICATIONS

 

Minimum Education:

Associates degree or equivalent combination of education and directly related experience required. Bachelor’s degree preferred.

 

Minimum Experience:

Evidence of progressive supervisory experience and/or demonstrated experience as a coordinator or team lead in a health related field. Knowledge of and experience in health insurance operations.     Knowledge of and experience in Commercial/Government Programs related enrollment. An understanding of the regulatory environment.
