The Salvation Army, an internationally recognized non-profit, faith-based organization, has a job opening for Director of Finance for the St. Petersburg Area Command located in St. Petersburg, Florida.


Job Summary

Plans, develops, manages, and controls the day-to-day operations of the accounting and finance functions for an Area Command or large Corps; serves as liaison and financial advisor to the local units, Advisory Boards, Divisional Headquarters, and Territorial Headquarters by reporting the financial status and researching financial discrepancies; manages and monitors all general ledger, purchasing, budgetary, and personnel functions; ensures all accounting and financial functions are in compliance with The Salvation Army policy as well as local, state, and federal regulations; ensures the accuracy, completeness, timeliness and integrity of all financial reporting.


Plans, develops, directs, and manages the day-to-day operations of all accounting and finance functions; tracks, monitors, and verifies all general ledger activity for the Area Command; reviews and approves all bookkeeping functions; ensures that all financial information is processed in an accurate and timely manner; ensures the accountability, security, and integrity of financial reporting; confers with the Area Commander(s) regarding the financial position of all accounts.


Plans, directs, and monitors the accounting and bookkeeping work performed by subordinate employees; plans, schedules and assigns work; instructs and trains employees in proper methods and procedures; checks and approves work for accuracy, completeness and timeliness; conducts performance evaluations; recommends salary adjustments.


Develops, prepares, monitors, controls and enforces various operating budgets; assimilates financial information from department heads and presents the same to the Area Commander for final presentation to the Advisory Board and Divisional Headquarters; monitors all budgetary information once approved; assists in preparing quotations for budgeted and emergency purchases; monitors hiring salaries and salary adjustments for employees to ensure compliance with approved budgets.


Plans, develops, directs, and monitors the requisitioning and purchasing functions of the Finance Department; monitors and assists in all requisition processing in accordance with The Salvation Army Territorial Minutes and local Accounting Manual.


Plans, develops and maintains a variety of complex and technical reports representing the financial status of accounts, budgets, and funds; reviews and reports expenditures; ensures the proper accounting of securities, grants and contracts funds, legacies, operating expenses and other major financial operations.


Serves as financial liaison to the Finance Committee of the local Advisory Board; reviews, approves, and releases all monthly financial information concerning the various accounts; assists in preparing the Advisory Board agenda for all items which impact the local financial position; record and prepares minutes of Finance Committee meeting.


Plans, develops, directs, and monitors all payroll record keeping functions; prepares budgetary data and controls all accounts in compliance with hiring policy and budgetary guidelines. Monitors and maintains all CPU and other computerized financial systems and procedures inclusive of password protection, file maintenance, spreadsheet design, etc.; ensures that hardware and software are functioning properly and that the workflow is not interrupted; ensures timely computer data back-ups are maintained.


Coordinates, on a financial level, all programs administered or to be administered by the Army on a local level; designs and implements specialty finance projects. Ensures that all financial business is conducted in compliance with Salvation Army policy, the AICPA, FASB, and government regulations. Ensures that all accounting records, books, and accounts are always in order, particularly to be in readiness for audits by The Salvation Army or outside firms; plans, coordinates, and monitors the annual internal and independent audits.


Builds and maintains professional and effective working relationships with outside contacts and organizations such as auditors, bank and creditors, vendors, etc.; works directly with United Way personnel during campaign and coordinates special arrangements for tours (where applicable), etc.


Knowledge, Skills and Abilities

Knowledge of principles and practices of general business administration with special concentration in accounting, finance and bookkeeping. Knowledge of the entire process of financial statement preparation. Knowledge of modern and accepted accounting concepts, techniques, and principles. Knowledge of the principles and practices of personnel supervision. Ability to provide effective leadership to subordinates, maintain a variety of internal and external contacts and work cooperatively with superior and subordinate staff. Ability to plan, develop and initiate effective and efficient bookkeeping practices and methods in order to increase accuracy and timeliness of financial recording and reporting. Analytical ability to plan work schedules, evaluate work performances, and provide input on budget planning. Ability to examine the bookkeeping work performed by subordinates in order to detect errors or omissions.


Ability to effectively lead subordinates, resolve minor complaints, and deal with day to day occurrences. Ability to prepare complex financial reports and records. Ability to accept fiscal responsibility of all functionalized accounts. Ability to become and remain certified to drive TSA vehicles according to TSA insurance standards.


Education and Experience

Master’s degree from an accredited college or university in Accounting, Finance, or a relate field,




Five years progressively responsible experience performing complex and varied accounting and bookkeeping functions for an organization with at least two years in a supervisory capacity,



any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.


Licenses and Certification:

This position does require a Valid Florida driver’s license, acceptable driving record per The Salvation Army’s vehicle Insurance requirements. This job does require a full background screening, criminal check, credit and local law checks.


Physical Requirements and Working Conditions

Ability to meet attendance requirements. Ability to read, write, and communicate the English language. Ability to type and key information into a computer. Ability to perform mathematical calculations and accounting. Ability to sort and file documents alphabetically and numerically. Ability to operate various general office equipment including a telephone, typewriter, computer, and adding machine. Ability to concentrate and pay close attention to detail with constant breaks in concentration associated with answering phones or speaking in person to clients requiring assistance. Duties are usually performed seated.  Sitting may be relieved by brief or occasional periods of standing or walking. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time.


Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
