Job Summary: The Gloria Casarez Assistant Program Manager is part of a leadership team charged with the development and implementation/management of a supportive housing program for Young Adults, ages 18-23 years old upon move in. The Gloria Casarez Residence provides permanent support housing to Young Adults who have experienced homelessness, aged out of the child welfare system or are at risk of becoming homeless in an environment that is LGBTQ affirming.
Essential Duties and Responsibilities
· The Assistant Program Manager is responsible for the creation of a caring, supportive environment that contributes to the emotional, physical, spiritual, and mental well-being of all residents. This includes the supervision of staff, maintaining an in-depth knowledge of residents, and administering the activities and operation of the program in a manner consistent with the mission of Project HOME.
o Work with the Property Manager to facilitate intake process, including interviews, working with referral sources to collect paperwork, and coordinating lease ups and move-ins under a tight time frame.
o Ensure documentation meets contract requirements.
o Work with Central Intake Coordinator, as well as manage the relationship with referral sources including contract agencies to ensure the timely receipt of appropriate housing referrals, and communication around the intake process units dedicated to homeless and chronically homeless individuals
o Coordinate orientation for residents moving in
o Organize open house presentations for prospective young adults within the community
o Manage the Young Adult waiting list for the Gloria Casarez Residence
· Service Coordination
o Acquire and maintain a comprehensive knowledge of the mental, physical, emotional, educational, social,
o medical, financial, employment and education status of residents
o Facilitate team meetings to ensure coordination of services & leasehold obligations are being addressed
o Provide a trauma informed young adult environment that combines the necessary structure, case
o management and/or service coordination support, counseling, interaction, freedom, and safety to facilitate
o Resident growth, individuality and connection to the Project HOME and the external community
o Participate and oversee the development of educational/employment/health opportunities that are accessible
o and develop a culture of recovery coupled with employment for residents
o Provide ongoing consultation with individuals in recovery
o Coordinate services and linkages with outside agencies/providers
o Provide both routine and random drug screens
o Seek out relevant trainings and in-services for staff
o Foster and model respect, empathy, and understanding of residents
o Coordinate resident discharges
· Resident Leadership & Community Integration:
o In an effort to build resident leadership, provide structure and guidance to The Young Adult Community
o Advisory Board (CAB), resident led endeavors and encourage resident’s strengths in leadership
o In an effort to build community integration with Project HOME residents and the larger community, identify
o and meet with neighborhood leaders, and involve them in community events.
o Provide regular and consistent supervision and general oversight of residential site staff to insure program is
o person centered.
o Work with service coordinators to identify resident needs and establish pertinent goals and objectives in the areas of: recovery, health, education, employment and community integration
o With the senior program manager, ensure documentation is meeting contractual obligations
o Provide and document regular individual supervision with staff
o Manage the on-call schedule
o Serve as liaison with all agencies providing services to Residents
o With the Senior Program Manager, ensure program is meeting Strategic Plan goals Finances/Procedures
o Manage daily petty cash, token purchases and reconciliation of expenses.
o Ensure site has necessary supplies Property Management
o Work as a blended management team with the Property Manager
o Coordinate and address necessary follow up with any leasehold violations including but not limited to rent arrears and incidents
o Work with Property Manager to ensure resident compliance with unit/common space cleanliness/safety and compliance with safety and licensing regulators
o Coordinate with team to ensure housing re-certifications are completed in a timely basis
· BA/BSW or related degree and 3 years related experience including minimum of one year of supervisory experience · Experience working with recovering persons (mental illness, drug/alcohol, or dually diagnosed persons)
· Experience serving LGBTQ adolescents & young adults
· Understands and affirms the mission of Project HOME
· Strong verbal and written communication
· Knowledge of social service delivery systems
· Strong Computer literacy including experience with electronic record systems.
· Availability for on call duties
· 5 years’ experience working with homeless individuals and/or in supportive housing & 3 years of supervisory experience
