Project Manager

SpecPro Professional Services (SPS) is seeking a Project Manager to support the Air Force Utilities Privatization (UP) program.  The Air Force is transforming base infrastructure around the country by privatizing the right utility systems at the right time through the Utilities Privatization program.  The successful candidate will be part of the SPS team providing innovative solutions to ensure privatized installations have reliable, critical utility infrastructure.  The role will include functioning as the liaison between Air Force Civil Engineering Center, Detachment, the Contracting Officer and other supporting private corporations in an effort to synchronize Air Force strategy and Post Award execution.  This project manage position will support the utilities privatization contract in AETC (Air Education and Training Command) and will be located in San Antonio, Texas.  Occasional travel may be required.

Responsibilities will include the following:

• Assist the government with the management of the utilities privatization program; analyze technical information and provide analytical support to improve existing processes and to support mission and business decision making
• Facilitate resolution to challenging technical and contractual issues to include future utility project planning
• Develop informative, professional project presentations, briefings, and reports
• Oversee and assist functional staffs in support of the Air Force UP program
• Administrative and technical support to mid- to senior-level staff to prepare information briefs to higher headquarters and SAF levels

Basic Qualifications:

• Bachelor’s degree, preferably in engineering, construction science, or business
• 5+ years of experience as a project manager
• Proficient in Microsoft Excel, Word, and PowerPoint.
• Work well in a team environment, have the ability to independently develop professional deliverables and take direction well
• Strong written and verbal communication skills including the ability to develop presentations, briefs, and written reports
• Ability to adapt and develop innovative solutions
• Understanding of cross-functional span of control over various specialties and fields

Preferred Qualifications: 

• Experience in a customer service, contractor environment
• Air Force experience preferred
• Experience briefing and presenting to senior Air Force leaders
• Experience in utilities privatization
• A background in engineering, architecture, real estate, or construction
• An existing NAC-I clearance

The position will support a mixed government – contractor environment in San Antonio, TX and requires the ability to receive a NAC-I clearance.
