SpecPro Professional Services (SPS) is seeking an experienced Hazardous Waste Program Manager to support the environmental division of the U.S. Army Reserve (USAR) 63rd Regional Support Command (RD) in Mountain View, California. The 63rd manages over 200 USAR facilities located in Arkansas, Oklahoma, Texas, New Mexico, Arizona, Nevada, and California.
Responsibilities (quantities are estimated on an annual basis):
- Support 63d RD hazardous waste disposal program as described in the current Integrated Solid and Hazardous Waste Management Plan (ISHWMP) for the 63d RD.
- Perform hazardous waste and disposal in accordance with the most current Environmental Division Hazardous Waste Management standard operating procedures (SOP) for the 63d RD.
- Update the Hazardous Waste Management SOP in accordance with any changes in hazardous waste federal and state regulations as needed.
- Oversee the hazardous waste and disposal process and ensure all submissions and document to the Army’s software management program known as WASTE are completed accurately and on schedule. “On schedule” means that hazardous waste pick-ups shall be requested and entered in WASTE in time for a pick-up date to be scheduled to meet regulatory requirements, or within a week of waste being identified as needing to be picked up.
- Schedule and coordinate all hazardous waste pick-ups (up to 90 per year) with Army activities such as Defense Reutilization and Marketing Office (DRMO) and Defense Logistics Agency (DLA) contractors.
- Ensure an individual who holds a current 40-hour certification in signing hazardous waste manifests as required by 49 CFR 172.704 Subpart H signs the hazardous waste manifest prior to final DRMO approval.
- Provide back-up support to sign hazardous waste manifests for 63d RD, to include traveling to up to 12 facilities per year to sign hazardous waste manifests.
- Ensure all Contractor and 63d RD Government personnel involved in hazardous waste pick-ups are properly trained in 63d RD hazardous waste procedures. Provide one-on-one trainings telephonically and in-person as needed, as well as group trainings at bi-annual environmental training workshops.
- Update the ISHWMP for the 63d RD annually, to include the Qualified Recycling Plan (QRP).
- Identify, coordinate, and ensure any updates needed to any hazardous waste disposal contracts that are used by the 63d RD (e.g. DRMO and DLA contracts) as needed.
- Update and maintain tracking of hazardous waste pick-ups.
- Generate hazardous waste metrics as needed to support inquiries regarding the hazardous waste program.
- On a bi-monthly basis, calculate, and provide calculations in written form, actual and estimated costs for all Fiscal Year (FY) hazardous waste disposals.
- Provide expert information about the hazardous waste program for use in environmental inspections and associated documentation if needed (up to 20 actions a year).
Education/Experience:
- Shall have a Bachelor’s Degree in Environmental Planning or a related field from an accredited university.
- Must have at least 10 years of experience managing hazardous waste programs for the DoD.
- Be knowledgeable and experienced in the Army WASTE hazardous waste management software.
- Hold a current 40-hour certification in signing hazardous waste manifests as required by 49 CFR 172.704 Subpart H.
