SpecPro Professional Services (SPS) is seeking an individual experienced in providing environmental support in execution of environmental compliance at multiple Army Reserve locations across a portion of the seven state region covered by the 63d Readiness Division (RD). This individual will support the 63d RD and its units in conducting facility environmental inspections and ensuring compliance with all applicable environmental laws, regulations, and policies. This individual will also serve as the point of contact for environmental issues within their geographic area and will interface with both Army units at Army Reserve locations and with program managers for various environmental programs at the Headquarters of the 63d RD in Mountain View, California.


The Region 1 ACES area of operation currently includes 29 facilities in Oklahoma and Arkansas. The Region 1 ACES will travel frequently, up to 50% of the time, and must be based at one of the Army Reserve locations within Region 1. The current preferred location for the Region 1 ACES is at the Maurice L. Britt Armed Forces Reserve Center in North Little Rock, AR, but alternate locations within Region 1 can be discussed during the interview process.

Responsibilities (quantities are estimated on an annual basis):

  • Assist the 63d hazardous waste disposal program including how to properly identify hazardous materials/hazardous waste, assigning proper shipping names, and assignment of waste codes.
  • Conduct formal and informal Environmental Performance Assessment System (EPAS) inspections. Each facility within the geographic area of responsibility must be formally inspected annually. ACES may also conduct additional formal and informal inspections where positive and negative findings will be assigned to a military unit and MACOM.
  • Following each annual EPAS inspection, the ACES shall identify hazardous waste and materials requiring disposal and report this requirement to the 63d RSC EPAS Program Manager and the Hazardous Waste Program Manager.
  • Submit to 63d RSC Environmental Chief and 63d RSC Environmental Performance Assessment System (EPAS) Program Manager EPAS inspection memos within three (3) weeks of each facility annual inspection.
  • Attend up to 12 environmental planning meetings annually within their respective areas of operation.
  • Assist the 63d Environmental Training PM with teaching one initial training class annually and each ACES will teach 6 environmental refresher classes annually in their areas of operation.
  • Assist 63d environmental program managers with field research in conjunction with their normal site visits and EPAS inspections.
  • Sign hazardous waste manifests for the 63d RD.
  • Attend, in-person, the two environmental workshops during the performance period.
  • Assist in the development of environmental staff briefing papers and management summaries for the 63d RSC environmental staff
  • Participate in the quarterly Environmental Quality Control Committee (EQCC), and in weekly and bi-weekly conference calls with the 63d Environmental Division and with ACES program management.
  • Provide assistance with National Environmental Policy Act (NEPA) documents. Assistance includes writing draft sections of Records of Environmental Consideration (RECs) and Environmental Assessments (EAs) as required for facilities with the ACES area of operation.

Education/Experience:

  • Shall have at a minimum an Associate’s Degree in Environmental Planning or a closely related field from an accredited institution and 5 years of experience working with the military, ACESs may substitute applicable time in military service to meet this 5-year requirement.
  • Hold a current 40-hour certification in signing hazardous waste manifests as required by 49 CFR 172.704 Subpart H.
  • Familiarity with facility environmental inspections and ensuring compliance with all applicable environmental laws, regulations, and policies.
  • Be functional in use of software systems such as WASTE and EPAS or the current software used by the USAR to track environmental inspections and hazardous waste disposal within 30 calendar days of starting to perform work under the contract.
  • Verbal and written communication skills including interaction with local, State and Federal environmental staff as well as Army civilian and military personnel from the 63d RD.
